Dudley was born June 26, 1943, in Haskell, Texas, the son of the late John Paul Perrin and Mary Eloise Toliver Perrin. He graduated from Haskell High School in 1961 then attended Cisco Junior College and McMurry University before returning to Haskell to farm alongside his father on the family farm. He was his dad’s right-hand man and was very knowledgeable of all farming operations. He was a dedicated member of the Cornerstone Baptist Fellowship Church where he faithfully assisted with the offering each week.

He had a deep love for singing the timeless gospel hymns from the Baptist hymnal. A dedicated Dallas Cowboys fan, he also had an unwavering love for his family. He cherished spending time with his nieces and nephews, often reading with them and guiding them to succeed in their school activities. His affection for animals was undeniable, earning him the nickname "the dog whisperer."
